Market Overview The $318.4 Million Smart Meter Market to Grow to $1.93 Billion in 2017 as the EU Gears up to Meet Energy Targets The Third Energy Directive Drives Member States to Achieve 80 Per Cent Smart Meter Penetration by 2020 Member states of the EU are rolling out numerous initiatives to meet the energy targets and environmental policies set by the EU. The third energy service directive mandates EU countries to achieve 80 per cent smart meter penetration in the residential sector by 2020. The current number of installed metering points is low, as the different regulatory challenges faced by each country dampen the adoption rates. So far, Sweden and Italy are the only EU member states that have achieved complete penetration; Finland, Norway and Denmark are well on course to meeting their targets. There is a wide disparity in the adoption trends of smarts meters in Europe – while most Western European countries have already set up regulatory frameworks to deploy smart meters, some countries have no regulatory mandates at all. Several utilities are conducting trials and pilot projects across EU states such as France and Spain. The adoption rates will improve in due course, especially with the recent impetus from renewable energy and smart grid implementation. Smart meter operation hinges on network architecture and protocols. The market has not decided on a protocol yet and this lack of open registered standards for metering, communications, presentation and network could result in interoperability issues. Functionality and interoperability challenges fractionalize the market and increase metering costs for applications and services. Without smart meters, the network might not even work in the case of supplier switching and multi-utility metering, which require the integration of different systems. “Smart meters enable continuous communications for real-time monitoring by grid operators and consumers, during peak and off peak intervals,” says the analyst of this research. “Therefore, manufacturers, utilities, network companies, ICT firms, retailers and remote monitoring and automation companies are awaiting the standardization of communication protocols in 2012, following which the market will grow rapidly.” Regulated or liberalised metering regime and ownership of the meters shape their benefits and cost effectiveness. As the smart meter market depends on the policy initiatives and decisiveness of the government to mandate roll outs covering technical, functional and economical aspect, the government and regulatory bodies will have to make clear policy decisions. “Overall, the three aspects of metering infrastructure – smart meters driven by government regulation and utilities, communication driven by standardization and competition driven by appropriate business models - will accelerate market faster than expected towards the EU targets,” notes the analyst.
